How can organisations create a climate of accountability that supports individuals in changing their bullying behaviors?

I think this is something we can address by raising the topic in our discussions and talking about behaviour and standards. We're very good at doing-the-do, but we're not very good about talking about how we do-the-do. We need to encourage more discussion about how we do things so that when we observe bullying behaviours or are party to bullying behaviours, we already have the vocabulary and phraseology to raise our concerns.
